Dental treatment in Turkey if you live in Estonia

Who this guide is for

This guide is for someone who lives in Estonia and is considering dental treatment in Turkey. It is about how to prepare a comparison. It is not a treatment plan, and it does not say that Turkey is the right place for your teeth.

People usually start with a screenshot of a price, a clinic name from a friend, or a package that mentions implants, crowns, a hotel, and a transfer. Those pieces are not yet an offer you can compare. A useful offer names the legal clinic, the teeth or jaws involved, what is included, what is excluded, and what can change after an examination.

What you are comparing

A clinic offer and a holiday package are different documents. Hotel nights or an airport transfer are included only when that offer says so. Flights are a separate cost unless a written offer lists them.

What Estonian health insurance does not automatically cover

Directive 2011/24/EU is the EU rule on patients' rights in cross-border healthcare inside the Union. Tervisekassa explains planned treatment abroad on its own pages. The routes it describes for reimbursement under the directive, and for planned care with a prior authorisation in the EU and EFTA countries, are not a description of ordinary dental travel to Turkey.

Tervisekassa also says reimbursement follows the services a person is entitled to receive at the fund's expense in Estonia, and it has used adult dental care as an example of care that is not reimbursed in that way. Benefit lists change. Before you count on any repayment, read the current Tervisekassa page or ask the fund about the exact service. This guide does not state a euro amount, because those amounts are not stable enough to copy into an article.

Paying privately does not make a clinic unsafe or safe. It only means you should treat the invoice as your own unless a written decision from Tervisekassa says otherwise.

How a preliminary offer should be read

A price sent from photos, a written description, or a clinic's package page is a preliminary estimate. The clinic has not examined your mouth. Bone, infection, bite, and which teeth can be kept can change the plan. The U.S. Food and Drug Administration describes dental implants as medical devices placed in the jaw, and it says overall health affects whether someone is a candidate and how healing goes. That is a reason to treat an implant number in an email as a hypothesis, not as a booking.

Ask every clinic to separate:

• the clinical plan (which teeth, which materials, provisional or final teeth)
• the clinic's own fees
• anything the clinic says it will arrange, such as a hotel or transfer
• what is explicitly excluded
• what must be paid before you travel, and whether that payment is refundable

If one offer includes extractions and another does not, the lower number is not a better offer. It is a different offer.

A practical sequence

1. Write down the treatment you think you need, in your own words. You do not upload scans to VeriClinify in this version.
2. Collect the clinic's legal name, city, and website. Brand names on social media are not always the legal name.
3. Check whether you can find that legal name on the current list of facilities authorized by the Turkish Ministry of Health's Health Tourism Department. Lists are updated. A missing name on the day you look is a question, not a verdict.
4. Request offers that use the same checklist. Our guide on comparing quotes is the worksheet.
5. Keep a copy of what you were shown. If the plan changes in the clinic, ask what changed and why before you pay a further amount.

What this means for patients

You can use a structured comparison without deciding that one country is cheaper by a fixed percent. The useful question is whether two written offers describe the same work. If they do not, ask for a revision before you rank them.
