Comparing dental costs in Turkey and Estonia without a fake percentage
A method for comparing a clinic fee in Turkey with care in Estonia, including travel and what a public insurer may not repay.

Short answer
Do not use a headline percentage. Compare itemised plans, add travel and time, and do not subtract a Tervisekassa repayment unless the fund has said that service is repayable. Turkey is outside the EU reimbursement route the directive describes.

Why this page has no average prices
A serious cost comparison needs the same work on both sides. We do not have a current, sourced set of Estonian private fees and Turkish clinic fees for the same tooth chart, taken on the same date, with travel included. Publishing an average would invent one. This page is the method. The numbers belong in the offers you collect, dated, and itemised.
The method
- Write the clinical scope once. Example: "replace these missing teeth" or "crowns on these positions", not "a new smile".
- Get that scope priced in writing in Estonia and in the Turkish offers you are considering. Mark preliminary estimates as preliminary.
- Split each price into clinical lines and logistics. Packages explains why a hotel line must not hide inside the dentistry.
- Add flights, extra nights, and unpaid time away to the Turkish side if the offer does not include them.
- Add a return visit if the warranty does not pay for it. The warranty page is the checklist.
- Only then look at the two totals.
If a line is blank, do not write zero. Write unknown.

The FDA's description of an implant as a body plus abutment plus artificial tooth is there so the implant row is not a single mysterious number.
What not to subtract
Directive 2011/24/EU is about cross-border care inside the EU. Tervisekassa's pages on planned treatment abroad and on healthcare in the EU describe routes that are not an ordinary private dental trip to Turkey. The fund has also pointed to adult dental care as an example of a service that is not reimbursed when it is not covered at home in that way. Rules change. Ask the fund with your description. Do not subtract a guessed amount from a Turkish quote to manufacture a saving.
Do not compare a public Estonian co-payment for a simple filling with a private full-arch package. They are different products. The gap is not a discount.
What this means for patients
You may still find that a like-for-like plan costs less in one place than another once the table is honest. That finding belongs to your table, on your date, for your teeth. It is not a slogan for the country. When you want several clinics to price the same description, submit one case. You compare the offers and choose. VeriClinify does not promise a saving.
Time and risk are costs without a receipt
A day of unpaid leave, a companion's ticket, and a week you cannot work if swelling is awkward are part of the comparison even when no invoice lists them. Put them in as your own estimates, labelled as yours, with the date you guessed them. They are not clinic facts. They stop the table from pretending the clinic fee is the whole cost.
A revision risk belongs in the same honest category. You do not know the probability. You do know whether the warranty makes a revision cheap or expensive. If you cannot price it, write "unpriced" rather than zero.
Exchange rates move. Note the currency of each offer and the date you converted it, if you convert at all. A comparison in two currencies is allowed. A comparison that hides the rate is not.
When the Estonian offer is the better document
Sometimes the Estonian dentist is more expensive and still the clearer offer, because it names the tooth, the material, and a local review. Clarity is not a reason to ignore a Turkish offer that is also clear. It is a reason to refuse a Turkish offer that is only a total. You are allowed to wait. Nothing on this website expires your choice.
Limitations
No clinic fee, no Estonian fee, and no exchange rate appears here on purpose. If a later edition adds figures, they will be dated, sourced, and labelled as clinic-advertised or as a public tariff. Until then, the method is the whole article.

- No. A percentage without the same tooth chart, materials, and travel is not a comparison. Build the table instead.
- Can I use an Estonian public fee as the benchmark?
- Only if that fee is for the same service and you are actually entitled to it. Adult dental care is not automatically reimbursed the way some other care is. Check Tervisekassa.
